Matthew’s research focuses on formative and summative program evaluation feedback with an emphasis on measures of teacher performance, compensation reform, and the qualitative analyses of program implementation. Matthew also specializes in data management and governance, with extensive experience managing the design, collection, cleaning, storage, and accessibility of large datasets. He currently serves as the lead evaluator for a multi-year Teacher Incentive Fund grant in Maricopa County, Arizona and for the DeVos Foundation’s Summer Learning Academy initiative.

Prior to joining Basis, Matthew served as the Director of Research at the Tennessee Department of Education, in a research position within Metro-Nashville Public Schools, and as an independent consultant with clients in Tennessee, North Carolina, Michigan, and Arizona. He has created, administered, and reported results on Tennessee’s educator survey which has been conducted annually among all Tennessee educators since 2011-12. Matthew has also collaborated in the design and evaluation of state and district accountability systems.
