Dr. Matthew Pepper is a Senior Researcher at Basis Policy Research. Dr. Pepper’s research focuses on designing and implementing program evaluations with an emphasis on measures of teacher performance, compensation reform, and implementation science. He currently serves as the lead evaluator on two multi-year grants partnering with Saint Louis University and three charter school districts in Michigan funded by the U.S. Department of Education. He also specializes in large-scale surveying, leading the design, administration, and processing of the annual Tennessee Educator Survey (which surveys all certified educators in the state). Dr. Pepper holds a master’s degree in Economics from Vanderbilt University and a doctorate in School Administration from Peabody College, also at Vanderbilt University.
