David is a co-founder and managing partner at Basis Policy Research and an expert in education policy, applied statistics, and measurement. In addition to overseeing Basis’s research operations, he provides thought leadership and strategic counsel to policymakers across the nation.
David holds a PhD in Leadership and Policy Studies from Vanderbilt University, along with a master’s degree from the University of Colorado and a bachelor’s from Hope College. Prior to starting Basis, he served as the Director of Business Intelligence for a leading education management organization, a researcher with the Education Commission of the States, and as a classroom teacher in Denver, CO. He has received fellowships from the U.S. Department of Education’s Institute of Education Sciences, the Friedman Foundation for Educational Choice, and the Thomas B. Fordham Institute. In addition to academic journals, his research has appeared in various media outlets including the Washington Post, Chicago Tribune, Detroit Free Press, Politico, and Christian Science Monitor.
